Homeless in America Not Getting Better

On my rounds feeding who I see, I came across this woman when I was at the red light. She was drinking whatever alcohol was left in whatever bottle was in that trash can. Now in the middle of me thinking of giving her one of my supply bags with food and water and some essential things.
The car in front of me tried giving her some money, she looked at them and did not move and said a few words to them then resumed digging in the trash can. I thought why didn’t she take the money? and what did she say to them before they drove off?
So I pulled up about maybe 25 feet away to assess the situation.. She turned to me and started speaking jibberish. Litteral jibberish. I know maybe you were thinking she was speaking another language due to the large Caribbean community in South Florida. Nope. I know what the languages sound like, she was speaking clear English words that just made no sense.
Then it hit me that she has some severe mental issues that I just could not help with. I tried to give her a backpack and she moved further away from me with a scared look and saying god be with her over and over.
I backed away and got back in the truck and drove off thinking to myself what can be done about the mental state of others on the street. Not just what but who could do it? .
Clearly, something happened to make her this way, or maybe she just snapped? Either way no human should live like this.
Our government has plans for other countries problems but we are failing our own people here. Sadly this isn’t recent. I’ve been on the road since 2019. Skid Row in California has been around since the early 1900s will it ever be fixed?
This is something that money, clothes, and hot meals just cannot fix…
